VgV deadlines, EU thresholds
For procurement officers and bidders in Germany. Checks whether a contract reaches the EU threshold valid on the start date of the procedure, using the 2026–2027 thresholds from the Commission delegated regulations for works, supplies and services, central and sub-central authorities, sector entities and social services. The estimated value counts options and extensions, and every result warns that contracts must not be split to avoid the EU rules (§ 3 VgV). Below the threshold it says that national rules apply. Above it, the minimum deadlines of the open procedure, the restricted procedure and the negotiated procedure with competition follow §§ 15 to 17 VgV, with the electronic-submission, prior-information-notice and urgency variants. Days are counted as § 82 VgV and the EU rule on periods require: the dispatch day does not count, and a deadline that falls on a weekend or public holiday moves to the next working day, with nationwide holidays and, if you name it, your state's holidays. Every result names its legal basis, source and effective date. Exports the deadlines as a calendar file and a PDF timeline. Not covered: VOB/A-EU and SektVO deadlines, state value limits, Austrian and Swiss law.
